ASIA REGION

Country: Bhutan 2003

Funding Agency: Asian Development Bank

Project Description: Assistance in undertaking a review of the operations of the country’s Development Finance Institution, the BDFC. This review was undertaken with a view to advising the quality of BDFC’s service delivery and the appropriateness of the products that it offers. Recommendations for the future direction of BDFC are required and a strategic plan will be developed.

Project Description: Working in the Lao PDR Surveillance Unit to assist local staff in economic, macroeconomic and statistical surveillance. Requires the provision of on-the-job training and coordination with other international agencies.

Project Description: Working with the Central Bank of Sri Lanka, state owned commercial banks and private banks to develop the rural finance sector and strengthen small and medium enterprises.

Project Description: Review of the Bhutan Financial Sector including the Royal Monetary Authority, state owned commercial banks and the capital markets sector, and recommendations on the requirement for a sector loan from the ADB.

Project Description: Strengthening Corporate Governance & Management in the State-Owned Commercial Banks. Assisting the banks to achieve further implementation of the revised credit structures and policies, and full compliance with the Bank of Lao PDR (BOL) prudential regulations.

Project Description: Provision of bank restructuring advice to the State Bank of Viet Nam in relation to the planned restructuring of the State Owned Commercial Banks. Prepared an overall recommendations and individual bank restructuring plans.

Project Description: Provision of institutional strengthening skills to assist on the restructuring of the state owned commercial banks.

Project Description: Management of a US$40 million fund to support the development of the non-bank financial institution sector. Provision of institutional strengthening assistance to those organisations.

Project Description: Assisting the State Bank of Vietnam in preparing strategies and plans for financial sector development; taking action to establish the market infrastructure and the basic money market instruments; and identifying problems and generating a list of actions that are required to address the issues and problems facing the development of the money and the capital markets.

Project Description: Provision of bank training for the Bangkok branch of a Chinese bank in the areas of credit and lending, trade finance and treasury.

Project Description: Diagnostic review of the Bank Trade Finance market in Thailand to identify demand and supply gaps and recommend assistance by IFC to Thai corporates, Thai banks and Foreign Banks operating in Thailand to enhance trade finance capabilities with particular emphasis on stimulating the export sector through new export financing.

Project Description: Provision of bank training for the Bangkok branch of a Malaysian bank in the areas of credit and lending, trade finance and treasury.

Project Description: Review the requirements and the need for new information technology systems for the state owned commercial banks in view of the ailing financial environment and the old systems currently being used by the SOCBs. Subsequently assist with the preparation of a Tender Document and assist in the shortlisting and selection of an IT solution for the banks.

Project Description: Assist the Lao PDR monetary authority to promote the development of an interbank market. It has been provided as part of a package of TA to support the financial sector reform measures being implemented under the ADB's second Financial Sector Program Loan to the Lao Government.

Project A review of the regional development banks (BPDs) of Indonesia to improve their responsiveness to the funding needs of small and medium sized enterprises.

Project Description: Provision of credit and lending training to senior staff at the Union Bank of India to assist in the institutional strengthening of the bank’s lending function.

Project Description: Commercial lending training for General Managers and AGMs. Restructuring of the bank’s National Training College in Bangalore. Review and assessment of the training needs of the bank’s 30,000 staff. Advice on credit and lending operations. Full review of Treasury operations and recommendation for future development.

Project Description: Providing assistance in the form of on-the-job and seminar based training to the staff of the state-owned-commercial banks in the area of credit and lending and also in the legal field related t secured transactions.

Project Description: Provision of the services of a team of international consultants in the fields of strategic planning/economic sector policy formulation, economic statistics, economic modeling, financial and economic analysis, and social development. The project will seek to broaden and deepen the reform process and build capacity for strategic planning in line departments

 

Country: Tonga 2002

Project Description: Assistance in reform of the public sector and overall economic review as part of the Government of Tonga’s ongoing reform program. Included recommendaions to changes to compensation structure relating to salaries and pensions. Also recommended changes related to performance oriented salaries and benefits.

 

Country: Samoa 2002 to 2004

Funding Agency: Asian Development Bank

Project Description: Assist the Government in strengthening the financial and business advisory intermediaries involved in implementation of the Small Business Development Project, particularly the Small Business Enterprise Centre, the Development Bank of Samoa, and the Women in Business Foundation; and to assist the Government with ongoing efforts to improve the legal and regulatory framework for the corporate sector generally, in particular those areas that impact the micro- and small-enterprise sector.

Project Description: Assisted in the provision of policy advice to the Prime Minister’s office, working closely with the Chief Establishment Officer to design and implement a comprehensive civil service survey, review of the Civil Service regulations and recommendations for appropriate restructuring of the PM’s office.

Project Description: Provided technical assistance to the Economic Planning and Policy Department of Treasury to build institutional capacity for macroeconomic policy formulation and analysis; complete sector/strategic plans for tourism, agriculture & transport sectors; develop and make operational the input/output model; and ensure sustainability through skills transfer.

 

Country: Cook Islands - 2000

Project Description: Assist the Government to develop a restructuring and business development plan for a new bank that will assume the functions of a development bank and a savings bank. In addition, initiate the processes required for implementation of the plan through setting up of a capital structure for a new bank; develop its board of directors structure and composition. Further, identify its new mandate, products and services, review existing policies, review information systems, restructure systems and processes, prepare a human resource development program to address the critical shortage of technical skills particularly in credit appraisal, credit supervision, monitoring and debt recovery; and identify suitable office premises.

Project Description: The project was set up as the first stage in an ongoing project to move the National Bank of Samoa towards international best practices in credit risk management. The main focus was on loan portfolio management, credit policy and procedures, and credit training, and the findings of the consultancy were to be used to determine the nature and extent of the subsequent technical assistance.

 

Country: Kiribati 1999 to 2002

Project Description: Provided institutional strengthening of the National Economic Planning Office within the Ministry of Finance and Economic Management. Tasks included assisting in rolling over 3 year departmental strategic plans; establishing a training programme for government staff on national and sectoral policy formulation; establishing a public education program in building awareness of the government development strategy; and assisting in improvement of annual budgets/strategic investment program, including consolidation of outputs, integration of recurrent and developmental budgets, and project processing within budget system.

Project Description: The objectives of the TA were to assist the Government of Vanuatu to develop a restructuring and business development plan for the National Bank of Vanuatu [NBV], taking into account the mandate to service the banking needs of the ni-Vanuatu, especially in rural and remote areas and the need to be commercially viable on a sustained basis

 

Country: Samoa 1998 - 2000

Project Description: The TA aimed at assisting the Government in the management of the financial sector reform program by strengthening the institutional capacity of the Central Bank of Samoa, the National Provident Fund and the Development Bank of Samoa.

 

Country: Palau 1998 - 1999

Project Description: The project entailed an overall review of the operations of the National Development Bank of Palau to determine future requirements, and recommendations for future actions. Specific areas of the Bank's operations to be reviewed included current portfolio, credit and lending operations and IT systems requirements.

Project Description: Management Services Contract to stimulate the private sector in Solomon Islands through provision of business advisory services and associated training.

Project Description: A management services contract, which has been renewed on three separate occasions, to manage the daily operations of the Development Bank of Kiribati, assisting with the resolution of its bad loans portfolio, improvement of its operational procedures and establishment as a profitable operation.
